About Philly HRO

Philly HRO is a publication for founders, operators, and finance leads at greater Philadelphia companies that do not have an HR department yet, or are just building one. We cover HR outsourcing, payroll and tax setup, and the employer rules that apply in Philadelphia and Pennsylvania, in plain English.

We started it because the questions kept coming up and the answers were scattered across City web pages, state tax bulletins, and law firm alerts written for other lawyers. A founder in Conshohocken with a new hire who lives in Cheltenham should not need a tax attorney to figure out what to withhold. A 12-person company in Fishtown should be able to find out in five minutes that its sick leave just became paid.

Who publishes this

Philly HRO is published by RX2 Solutions, an HR outsourcing, staffing, and executive search firm based in Newtown Square, Pennsylvania. RX2 works with pharmaceutical, life sciences, medical device, and manufacturing companies across the region. We publish this because we answer these questions every day and think the answers should be public.

RX2 pays for this publication. It does not dictate what we cover. Philly HRO does not review, rate, or compare RX2’s services against other providers, and when we describe how HR outsourcing works, we describe the category, not a pitch. Where a piece draws on a method RX2 uses, we say so and link to it, the same way we link to any other source. Our full editorial standards are public.
